DMForestSetMinimumRefinement

During the pre-setup phase, set the minimum level of refinement (relative to the base DM, see DMForestGetBaseDM()) allowed in the forest. If the forest is being created by coarsening a previous forest (see DMForestGetAdaptivityForest()) this limits the amount of coarsening.
